While we are slowly emerging from the "Great Recession", one thing we can look forward to is the pent up demand that is building up each month.

As buyers stay on the sidelines--for a variety of reasons--households are being created as people get married, divorced, kids graduate from college, etc.

The GMAR is looking forward to partnering with Take Root Milwaukee and Freddie Mac. Take Root Milwaukee is a valuable resource that provides free or low-cost assistance to help home buyers, and provides foreclosure prevention assistance.

NEVER, NEVER, NEVER GIVE OUT LOCK BOX COMBINATIONS!
Never Allow Unaccompanied Access to Property.
Unbelievably, reports of agents giving out lock box combinations, or allowing unauthorized access to properties continues to be a major problem. Some agents may be tempted at times to give out a lock box combination because of a busy schedule. They may also think that it is okay because a property is vacant. It is NEVER a good idea to give out a lockbox combination.

APPRAISER'S OBLIGATION TO CONSIDER ALL FACTORS OF VALUE
Client A owned a commercial property in the path of a proposed street construction project. He was approached by a representative of the city government to open negotiations for its purchase. Client A engaged REALTOR® B, an appraiser, to make an appraisal of the property. When Client A received the appraisal report he felt that it was unrealistic and was reluctant to use it in negotiations with the city. He then engaged REALTOR® C to make another appraisal. REALTOR® C’s appraisal resulted in a considerably higher value which seemed plausible to Client A, who used it in a satisfactory negotiation with the city, avoiding eminent domain procedures. Following completion of the transaction, Client A filed a complaint with the local Board of REALTORS® charging REALTOR® B with violating Article 11 of the Code of Ethics by not considering all factors affecting the value of property in his appraisal on behalf of Client A. The Grievance Committee reviewed the complaint and forwarded the matter to the professional Standards Committee for a hearing.

OBLIGATION TO DISCLOSE EXISTENCE OF OFFER
REALTORS® are not obligated to automatically alert buyers or cooperating brokers if there is an offer on a property unless asked; however, it may be prudent practice. It is best for a listing broker to inquire of the seller if they want to authorize the disclosure of an offer, if asked by a buyer or cooperating broker. In other words, if the seller does not want you to make the disclosure of an offer automatically, you are only required to make the disclosure if asked by a buyer or cooperating broker.

Please review Standard of Practice 1-15:
REALTORS®, in response to inquiries from buyers or cooperating brokers shall, with the sellers’ approval, disclose the existence of offers on the property. Where disclosure is authorized, REALTORS® shall also disclose, if asked, whether offers were obtained by the listing licensee, another licensee in the listing firm, or by a cooperating broker. (Adopted 1/03, Amended 1/09))

REALTOR® SUMMIT
On Thursday, November 17, the GMAR will be host to a REALTOR® Summit sponsored by US Bank and Freddie Mac. NAR Chief Economist Lawrence Yun will be our keynote speaker and MGIC Economist Vance Edwards will give an update. Breakout sessions will be presented by the City of Milwaukee, Select Milwaukee and US Bank.

"READING WITH REALTORS®" A YPN INITIATIVE
YPN Milwaukee Chapter is looking for your help to support the youth in our community. They are collecting new and gently used children's books which will be donated to Head Start classrooms throughout Milwaukee and Waukesha counties. The goal is 2,000 books which will allow every child to take a book home, as well as books for the classrooms. The book donation drive will run October 6-20. Upon delivery of the books the week of November 7, YPN members and volunteer REALTORS® will be reading in each of the classrooms. You will find donation hot spots throughout Milwaukee and Waukesha Counties. Watch for more information!
